This is a video shows you how to turn off the adaptive brightness, instructions below:
press windows + c and search for the control panel.
Go into the power options - select change plan setting next to the option you have selected.
Press change advanced power settings, within the the scrolling list expand display, then enable adaptive brightness.
Turn both of these off and you will have a permanent screen brightness.
